O postgreSql não cria o banco

O banco não é criado!

Pode ser algum erro com o servidor? Quando tento executar o pgAdmin retorna um erro assim

The application server could not contacted.

Como poderia resolver? Já googlei e encontrei nada que resolvesse o problema.
