Tente desinstalar o MySQL Web Installer do Windows e fazer a instalação offline, fazendo o download do novo instalador (>400Mb) no site do MySQL.

Exato, tente instalar a versão offline. Na última versão do MySQL (8.0.23), ela tem 422,4Mb para sistemas Windows de 32 Bits e pode ser obtida neste link.
