Fala Fernando, já resolvi, e era mesmo problema de proxy. Há muito tempo estou com esse problema. Solucão: Na pasta .m2 se existir algum arquivo settings.xml exclua-o, caso não exista crie um com o mesmo nome e coloque o seguinte conteudo dentro dele :

      <protocol>http</protocol>
