Não consigo instalar o pip (acho que é problema de Proxy)

Não estou conseguindo instalar o pip, segue abaixo as mensagens quando efetuo o comando "python get_pip.py", acredito que possa ser um problema de PROXY, mas não tenho certeza, como resolver?
