Eu vi todas as orientações dadas aos colegas, como desinstalar e instalar novamente o psycopg2 e até mesmo aquela referente a remoção do venv e criação de um novo para tentar novamente, bem nenhuma destas tentativas levaram a exito.

Boa tarde, eu consegui resolver o problema após algumas analises.

Bem, para tal eu percebi que estava usando o venv dentro de um conda, então eu removi novamente o venv e fiz o: source deactivate, assim sai do conda e instalei novamente o venv. Após instalar o venv e o django no venv, quando fui instalar o psycopg2 percebi que ocorria um erro de incompatibilidade, já que havia instalando o postregreslq==10 igual ao que o professor instalou no aula, então eu fiz a instalação do psycopg2 que fosse compatível com a versão do postegreesql, a instalação foi da seguinte forma: pip3 install psycopg2==2.7 e pip3 install psycopg2-binary==2.7.4

Até então estão funcionando, qualquer coisa retorno aqui.
