Erro no migrate

Recebo essa mensagem quando tento usar o comando migrate

solução!

O erro estava que uma das pastas que estava meu projeto tinha Ç e à no caso pasta PROGRAMAÇÃO. Só troquei o nome pra PROGRAMACAO e deu certo
