Ao tentar executar: npm run gulp build-img

Ele retorna a mensagem abaixo. Ele diz que não encontra o módulo "gulp-image" porém ele está lá sim!

Veja que o importe do seu módulo esta assim

 imagein = require ('gulp-imagein');

O correto é

 imagein = require ('gulp-imagemin');

Inclusive a mensagem de erro em inglês deu a dica do erro, dizendo que o módulo gulp-imagein não existe.
