Erro de download ao tentar criar ambiente virtual

Ao executar este código, para criação do ambiente virtual,

conda create --name alura_pandas python=2.7 pandas=0.19.0

Estou recebendo um erro de download como se o local não existisse ou estivesse bloqueado, fiz em outro pc e retornou o mesmo erro, segue erro :
