Michel, você precisa informar o arquivo de inventário com o parâmetro -i ou apontá-lo no config do ansible, pelo visto esse host "terraform-ansible" não está listado também, verifique seu arquivo de inventário. Outro problema é a indentação da playbook, o ''update_cache" precisa estar na coluna do "apt". Acredito que seja isso, inté!
